L. Rush, Psy.D.

Dr. Rush received her M.A.
and Psy.D. degrees in Clinical Psychology from
the Rosemead School of Psychology at Biola University
in California. The topic of her doctoral dissertation
was effective counseling styles with deaf individuals.
She worked as Staff Psychologist at the Gallaudet
University Counseling Center from 1988 to 1991.
For the next four years she served as Supervisor
of Counseling Services at the California School
for the Deaf in Fremont where she provided both
administrative and clinical supervision to counselors
and interns. In 1995, Dr. Rush returned to Gallaudet
University as the Director of University Counseling
Center. Her areas of interest and expertise
include family therapy, domestic violence, cross-cultural
counseling, psychodynamic therapy, clinical
supervision, and ethics in psychotherapy.
William P. Kachman,
Ph.D.

Dr. Kachman received his Ph.D.
in School Psychology from the University of
Maryland in 1991. He has a M.A. in Developmental
Psychology (1981) and a Certificate of Advanced
Graduate Studies
in School Psychology with a Specialization in
Deafness (1982) from Gallaudet University. He served
for three years as psychologist and administrator
at the Center for Unique Learners. He then served
for ten years as psychologist at the Kendall
Demonstration Elementary School and joined the MHC staff in June 1996. He specializes in the
assessment of children and adults and in therapy
with children. Dr. Kachman is a licensed psychologist
in the District of Columbia and the State of
Maryland, a Nationally Certified School Psychologist,
and founder and former coordinator of the Deaf and Hard-of-Hearing
Children Interest Group of the National Association
of School Psychologists.
Mary C. Hufnell, Psy.D.

Dr. Hufnell received her Psy.D.
degree in clinical psychology from the Virginia
Consortium for Professional Psychology in Norfolk
and Williamsburg, Virginia. She has an M.A.
degree from Gallaudet University in elementary
education. Dr. Hufnell became the MHC Coordinator
of Training in May 2000. Her previous work experiences
included part-time consulting psychologist at
the MHC from 1997 to 1998, psychologist for
the Deaf Program at the Hampton-Newport News
Community Services Board in Virginia, consulting
psychologist and clinical supervisor at the
Virginia School for the Deaf in Hampton. She
had maintained private practices in Virginia
and/or Maryland for nine years. Her areas of
interest include individual, couples, group
and family psychotherapy, psychological assessment,
clinical supervision and training, attention
deficit disorders, interpersonal relationships,
depression and anxiety.
Lisa R. Pugh, MSW, L.I.C.S.W.
Clinical Social Worker

Mrs. Pugh received her MSW from
Smith College School for Social Work in 1990.
She has a B.A. in Social Work from Gallaudet
University. Mrs. Pugh joined the staff of the
Gallaudet University Counseling Center in 1991.
Her prior experiences involve internships at
the Learning Center for Deaf Children and the
Trinity Mental Health Center in Framingham,
Massachusetts; and Visions: Services for the
Blind and Visually Impaired in New York City.
Her specialty areas include deaf/blind issues,
and depression.
Rachel
Mingo, M.A., Psy.S.
Assessment Psychologist

Ms. Rachel Mingo received her Psy.S., a specialist
degree in school psychology with specialization in
deafness in 2001 and an. M.A. in Developmental
Psychology in 2000 from Gallaudet University. Her
prior experiences include a practicum at the MHC
at Gallaudet University and a year-long internship
at the California School for the Deaf, Riverside.
She subsequently served as a School Psychologist
for 5 years at California School for the Deaf,
Riverside before joining the MHC staff in April
2006. She specializes in the assessment of
children and adults. Ms. Mingo is a credentialed
School Psychologist in the state of California.
Kyle
Amber Clark, M.A.
Mental Health Counselor

Ms. Kyle Amber Clark received her M.A. in Mental
Health Counseling and B.A. in Psychology from
Gallaudet
University.
Her previous experience includes working at
the Family Services Foundation before taking upon
a practicum at the Deaf Addiction Services at
Maryland in Baltimore and an internship at the
Mental Health Center. Ms. Clark specializes in
psychotherapy with diverse clients and
person-centered therapy. Her areas of interest
include art therapy, multicultural issues, family
dynamics and addiction.
Talibah Buchanan, Ph.D.

Dr. Buchanan received her M.A. in
Clinical Psychology in December 2004 and in her
Ph.D. in Clinical Psychology in August 2006 from
Gallaudet University. She joined the Gallaudet
University Mental Health Center in August 2005 as
a pre-doctoral intern and became a Mental Health
Counselor in October 2006. Her dissertation
research focused on the concordance of attachment
between deaf/hard-of-hearing and hearing siblings
from hearing families. She continues to conduct
research on attachment in hearing families with
deaf or hard-of-hearing children. Dr. Buchanan’s
areas of interest include
mindfulness, human bonding,
family dynamics,
interpersonal relationships, and
psychological assessment.
Kellie Irwin, M.A.
Mental Health Counselor

Ms. Irwin received her M.A. in Mental Health
Counseling with a Specialization in Deafness from
Gallaudet University in May 2007. She has a B.A.
in Psychology and Applied Behavioral Science from
the University of Kansas. Ms. Irwin joined the
Gallaudet University Mental Health Center in
February 2008. Her pervious experience includes a
practicum placement at Deaf Reach and an
internship at Family Service Foundation. Ms.
Irwin’s areas of interest include individual,
couples, group and family psychotherapy, working
with victims of domestic violence, interpersonal
relationships, and play therapy.
Randi Vandegrift
Administrative Secretary

Ms. Vandegrift joined the Mental
Health Center in 1999. She became interested
in working at Gallaudet University through a
family friend. Once employed, she began learning
sign language and learned to love signing and
working in the Gallaudet community. Before coming
to Gallaudet, she served as a Medical Records
Specialist for 12 years. In her capacity as
a Medical Records Specialist, she worked for
agencies serving migrant workers, prisoners,
and other underserved populations. She also
worked as a pharmacy technician for three years.

Erin Ahmay

Ms. Ahmay joined the Mental Health
Center in October 2007. Before coming to the
Mental Health Center she worked as a Maryland TTY
relay operator for three years, where her interest
in American Sign Language (ASL) was reignited. She has been a student in
the interpreter preparation program at the
Community College of Baltimore County, Catonsville
since 2004 and will be resuming her study of ASL
and Deaf Studies at Gallaudet. Ms. Ahmay
currently works at the front desk and assists in
the administrative support functions at the Mental
Health Center.
